American students do not understand the full inequity of being able to receive an education. Comparatively schools in China are more valued, and successful than the United States public secondary schools in regulation, requirements and discipline.


Imagine if less than fifty percent of Americans were illiterate because they were unable to receive an education. This scarce problem in America happens all over the world, especially in China. Just recently since the 150s school regulations have opened up their doors in China to all classes of people. With Chinas new regulation, it has restructured its education system. With new ideas and patterns it is decreasing the number of illiterate individuals in the countrysides and in the urban cities. A similarity between China and America is that they have similar educational classes; starting with elementary, primary, secondary, and higher education. In many areas to create productivity in all educational classes there needs to be a shared common goal that educators and students can be measured by. In China there are goals in which students are to reach for, taken from Yale-New Haven Teachers Institute;

Yet these views I necessarily dont agree with, the goals listed above allow students to reach for something that is measurable, and not go through school unknowing why they are here and to really set a subjective meaning to studying. In this way schools are truly valued in great ways, students trying to value the ideals of a countries goal in order to be able to get to the next step of there education. In the United State school system there seems to be a lack of understanding of why students are in each level of primary or secondary teaching, it is just an imaginableidge without a cause or significant reason that measures the learning ability of graduating to the next level.


As the belief that American students are receiving the best and most educated education in the world, it still seems to be a mystery to many of us citizens. China is like many other countries that put educations as one of its leading priorities. Time and time again a Chinese students education can be tested to be the top in the eastern hemisphere. With a strong educational program it mandates students to take decades worth of different languages and an extensive math and science program. Students in China have to take three different languages compared to the effortless two years required by the US educational system. How can a country as sophisticated as the US, just toy with an educational system to its students? The successfulness of a student in China to reach its goals with high marks and standing is a huge percentage with rankings in the top twenty percentiles according to the Yale-New Haven Teachers Institute.


China has strict requirements for the value and successfulness of a student. Secondary Students school regularly requires five and a half days of work, rising early in the morning at 800am to 60pm in the evening; students are enriched with lessons of an intensive ten hours of schoolwork. An education can only last as long as a school will take it, the performance and time spent at school with students in China has taken it to the peaks of its education. At the home front, students in the US who are in secondary school are only here for a mere six hours. It has been proven by private boarding schools, that by having more time spent in an education facility the more students appear to do well and receive an outstanding outcome of education. With limited resources and huge time constraints students in China still find solutions to create a better success rate in the world than American students.


Imagine spending twelve years of your life in a total tunnel of education and to go further in your educational process you have to endeavor on a three-day exam. This three day exam is the gateway between going to college and not. This is a nationwide exam taken on the same day and same time, according to all the secondary school across the nation in China. This is a puddle of tears compared to the eye drops that US student take in a three-hour one-day test that is not the actual basis in the acceptance of a college. How can a community of educators be so biased in giving one exam to decide where a student goes? It is one test, yet the preparation for exams and test is a process throughout the twelve years of education that a student has already partaken on, and is suppose to put it together in mind, body and heart.

With goals and an ambition to receive prizes it allows students in China the ability to achieve great heights in their education process.


With stringent test for the individual, ones individual success can only be determined with discipline. The discipline of one individual is a true testament of his or hers character in there willingness to succeed. On both sides of the globe we have superb students who go beyond the mark in sacrifice and dedication. Yet it is on the eastern seaboard of China that I see finely tuned disciplines not even touched upon by a large percentage of students in America. On a one to one interview with an international student from China she has to say about discipline


"I have taken a lot of my time and sacrifice a lot to be here in America, yet to get here was very hard. In my country people are not all allowed to be able to go to college... At home I study very much, I study maybe four hours more after I come home from school. It has been very hard, but now that I am here in America it is great. Discipline for me is something that I have been pushed in since I was very young. As you get older if you do not all things you will be very behind.."


Nevertheless it can be said that discipline is what allowes these students to reach there goals and finish in high standards with there education. The value and success is not justought out upon the individual it has a large part to do with family. A traditional student in China has an obligation and duty to uphold the family name at school. In China families push there students to be able to accomplish educational task in the top of there class, adding as an extra constraint to the students required needs. This added pressure puts strong value of the student to succeed in his or hers educational pursuit. Whereas in the US many families do not neccarily discipline their children to accomplish at a certain level. short term approaches to solve the problem in a more efficient way as well.


2.An alternative to government censorship is the technological fix, which would prevent


misuse of the Net and would have the same effects as government censorship.


B.One example of technological fix is the "SurfWatch" software.


1.Also, commercial Internet service providers, such as "America Online", allow parents


to control what Internet relay chat (IRC) sessions are available to their children.


2. Another technological fix is for parents and guardians to have a separate "proxy


server" for their children's webowser.


4.There are no computer programs to automatically and reliably classify material; only people


can do it. As a result, while practicing technological fixes, the classification of the contents of


the material when posting is very important.


5.Nowadays, most internet users classify their postings with standard categories, and leave


signatures at the end of postings.


6.The combination of the installation of censoring software and the classification of materials is


a much better solution than government censorship.


Conclusion


The Internet is a wonderful place of entertainment and education but like all places used by millions


of people, it has some murky corners people would prefer children not to explore. In the physical


world society as a whole conspires to protect children, but there are no social or physical


constraints to Internet surfing.

So I headed out for the Tropicana.


I didnt have to work around minutia to get to a pretty clear message. The Mexican community backs the people who own "La Tropicana" as well as those who shop and work there. Theres not a lot of affection for the San Jose redevelopment agency and the Blake Hunt company, in fact most people feel that therell be some hostility felt toward the duo if they succeed. Most of the merchants and shoppers feel that the city needs to give the Tropicana the assistance to modernize the shopping center because Tropicana has worked hard to establish their market share and customer loyalty. The Tropicana is seen as the "heart" of the Mexican Community and most of them cite the plan of redevelopment that was instituted in 17 that was supposedly expected to lean toward owners, merchants, and minorities within East San Jose. I heard the words "Corporate Pirates" when describing Blake Hunt from Manuel Monares, a man whos shopped at the Tropicana for years. Some merchants accused city council members of profiting from the overthrow of the Tropicana ownership personally as well as politically. This is basically an attack upon a minority controlled shopping center, a minority economy and East San Jose on the whole. The City heralds themselves as the champions of eminent domain and blight, but it is merely a way to establish a higher class of citizens that will contribute a higher amount of tax dollars according to Hugo Flores, a man who works at Credit Jewelers. Soon I began to recognize that this Tropicana issue is a symptom of a bigger problem.


The Latino working class doesnt have affordable housing in San Jose, nor does anyone else for that matter. Moreover, whos to say what belongs in this city and what doesnt? These peoples homes and livelihoods may be perfectly acceptable to them, and just because it doesnt fit within the cookie cutter framework that the council has in mind doesnt mean it should be absolved. This community, these diverse people are part of a divergence from the norm that makes this community viant and rewarding. If that sounds idealistic or utopian, I dont apologize. The city is doing an amputation of culture and replacing it with a prosthetic; a homogeneous corporation that annihilates small business and democratic choice. Many have said theyll boycott the new center, and in my opinion they should.


Well, if one attended a city council meeting last year they would have found a disgusting display. I learned that the only reason that another vote occurred was because some city council members had apparently discussed previously how they would vote privately before they did so publicly. The citys offering $1.6 million for the property and they want to give it to Walnut Creeks Blake Hunt. They voted nine to two and a lot of people came and protested, and in examining the three hour session it is apparent that the city council wasnt too swayed by testimony. When considering the plight of the Tropicana, it becomes necessary to mull over that the founding fathers had originally wanted to limit governments power in endangering peoples rights to use and benefit from their property as they see fit. It is generally viewed that property rights are conferred within the constitution in Article I, Section 10. The framers had initially intended this part of the constitution so that states couldnt stretch the period in which debtors could meet their payments or otherwise get out of contractual responsibility. But in introducing such a constitutional stipulation the framers only had contracts between normal private parties in mind. Yet, Chief Justice John Marshall extended the coverage of the clause to avert states from taking away property privileges of corporations. In effect, the contract clause was used to shelter property and to preserve the status quo at the cost of the states power.


However, the redevelopment agency contends that the Tropicana issue is a case of eminent domain. According to the constitutions Fifth Amendment, states must fairly compensate the private property owners. This is a limitation on state as well as federal governments as it is the first provision of the Bill of Rights. Many in the Tropicana shopping center contend that this is not an issue of eminent domain in that the taking is not direct and as the original owners of the Tropicana lose title to the city of San Jose, it is being passed on to the Blake Hunt development corporation. In other words, the city is taking private property from one private owner and giving it to another private corporation for "development". So this is more than just a regulatory taking, it seems as if the city is saying, "This shopping center is an eyesore, were going to take it away from you and give it to an owner wholl develop it and make it more aesthetic, but well give you money for it even if you dont want to sell it."


Another issue is what the owners and members of the community feel is just compensation in that the area is not only losing trusted and valued shops, they are also losing an established Latino cultural icon. The issue has become hotly contested as the Blake Hunt development corporation is from an outside city, Walnut Creek, so the local economy wont even reap tax dollars from the corporations private holdings. Additionally, the Blake Hunt corporation is white owned and operated, and the Hispanic community feels that the Redevelopment Agency is seeking to racially dilute the area and "whiten" it up. Mayor Ron Gonzales has commented on such a prospect as ludicrous, but one has to wonder what exactly the citys motivations are.


One has to consider that the United States Constitution does not support taking private property from one owner so that it will ultimately benefit another private owner. I heard a man say that the financial interests of a few people were superceding the interests of the entire city. I seemed to concur and it looked as if this issue was to be tied up in court for quite a while. Its remarkable how interested I am now in a subject that I knew little about. Hopefully it turns out best for those who need it to most-- the community in East San Jose. It makes a lot more sense for the citizens of the community to vote on the matter rather than the few who stand to benefit, but again, I suppose I sound too idealistic and I should realize that we live in a representative democracy. However, I feel that the constitution should be upheld as the supreme law of the land, regardless of city council aspirations. Time will tell if the tussle over the Tropicana adheres to the constitution and ultimately the communitys wishes.
